dc.description.abstract	Presented are the minutes of the 21st meeting of the Youngstown State University Board of Trustees. This was a regular meeting. Included are agenda and supporting exhibits. Items discussed included: conferring of honorary degree upon J. Phillip Richley; budget corrections and modifications; resolution of appreciation to Youngstown City Council and Mayor Jack Hunter; creation of a Faculty Appeals Committee; creation of a grievance procedure for non-faculty personnel; approval of equipment transfer to YSU from the Mahoning County Community College; regulation regarding aircraft operators at YSU; State regulations regarding the rental of property; the extension of the terms of trustees; reports on the Poddar and Carolyne cases; report on the Educational Television Consortium; discussion of athletic conferences; and the approval by the OBOR for a Bachelor of Science in Engineering in Management Engineering. Executive and committee reports followed.	en_US
