dc.description.abstract	Presented are the minutes of the 51st meeting of the Youngstown State University Board of Trustees. This was a regular meeting. Included are agenda and supporting exhibits. Highlights include: resolutions on faculty/staff appointments, and the revision of development reserved funds. President Coffelt reported on the biennial budget request for 1977-1979, fall enrollment for 1976, college liability for veterans, the meeting of the Ohio Board of Regents, and legal matters involving eminent domain issues, personnel matters, and contractor issues. Executive and committee reports followed.	en_US
