December 15, 2004: Board of Trustees Regular Meeting Minutes

Abstract

Presented are the minutes of the 256th meeting of the Youngstown State University Board of Trustees on December 15, 2004. This was a regular meeting. President Sweet reported on advances in student enrollment and diversity, the completion of the Youngstown Early College’s first semester, and successes in grant funding and the Penguin Parade. He also distributed copies of Governor Taft’s memorandum regarding tuition increases. Committee reports followed. The Board resolved: to congratulate recipients of NOCHE and Ohio Magazine Teaching Excellence Awards; to confer honorary degrees upon Tony Lariccia and Domnic Rosselli; to promote the Partnership to Promote Educational Attainment in Columbiana County; to accept development gifts; to modify the FY 2005 operating budget; to approve the MFA in Creative Writing tuition and fees for academic year 2005; to modify the policy on unrestricted fund budget approval, modification, and adjustment; to approve the policy on budget transfers; to approve transfer of funds to construct the Andrews Recreation and Wellness Center; to approve the formal tuition remission plan; to modify the policy on the investment of non-endowment university funds; to ratify faculty/staff appointment; to authorize the execution of the mutual aide agreement between the YSU Police and other law enforcement with other law enforcement agencies in Mahoning County (with another approved regarding other Ohio public universities; to modify the policy on travel reimbursement; and to approve the policy on approved business-related entertainment expenses.
