September 5, 2019: Board of Trustees Regular Meeting Minutes

Abstract

Presented are the minutes of the 363rd meeting of the Youngstown State University Board of Trustees. This was a regular meeting. President Tressel welcomed Chancellor Randy Gardner on his visit to YSU. The Chancellor presented a commendation to the Board for its being awarded the John W. Nason Award for Board Leadership. Provost Smith introduced Isaac J. Hranga, an Honors College student majoring in Music Performance, with a minor in video game design. Committee reports were heard. The Board resolved to modify the policy on faculty rank and tenure for designated administrators; to modify the policy on degrees; to authorize the conferral of a honorary degree upon Dr. Helen Lafferty; to approve the tenure of the Dean of the Honors College; to “take charge of our future for sustainability”; to accept WYSU-FM memberships; to modify the Travel on Behalf of the University policy; to modify the Operating Budget Approval and Modification policy; to approve interfund transfers; to approve the FY20 Proposed Internal Audit Plan and Risk Assessment; to acquire real estate for campus improvement; to ratify personnel actions in Athletics; to modify the policy on sexual misconduct; to modify the policy on search waivers for hiring of faculty and professional/administrative staff; to modify the Discrimination/Harassment policy; to modify and retitle the “Outside Consulting Services – Excluded Professional/Administrative Staff, including Deans and Chairs”; to rescind policy of staff dependent leave – excluded professional/administrative staff; and to ratify personnel actions – faculty/PA staff. In memorial, President Tressel recited the names of individuals associated with YSU who had recently died.
