September 3, 2020: Board of Trustees Regular Meeting Minutes

Abstract

Presented are the minutes of the 370th meeting of the Board of Trustees of Youngstown State University. This was a regular meeting. The oaths of office were given to Joseph J. Kerola (new Trustee), Galatiani G. Lopuchovsky (new Student Trustee) and Helen K. Lafferty (new National/Global Trustee). President Tressel acknowledged the amazing work the YSU workforce did to ensure a safe return to campus and provide high quality instruction in five different modalities. He also reported that full-time equivalent enrollment "ended up being 4.4% down" for the Fall semester and shared a COVID-19 update. Presentations were given by Dr. Daniel Keown (associate professor of vocal music education in the Dana School of Music), Dr. Sara Michaliszyn (associate professor and acting chair of the department of Kinesiology and Sport Science), Dr. Cory Brozina (assistant professor and director of First-Year Engineering), and student presenters Shreeya Manandhar and Anish Khadka. Reports were given by the Governance Committee, Academic Excellence and Student Success Committee, the Institutional Engagement Committee, the Finance and Facilities Committee, and the University Affairs Committee. The Board resolved to authorize the conferral of Honorary Degree to Jamael Tito Brown; to modify the Student Code of Conduct Policy, to modify the Research, Grants, and Sponsored Programs Policy; to modify the Cost-sharing and Overmatching on External Grants and Contracts Policy; to modify the Payment of Indirect Costs of External Grants and Contracts Policy; to modify the Disposition of Residual Funds from External Grants and Contracts Policy; to accept WYSU Memberships; to approve the Affiliated Organizations Policy; to approve the FY 2021 Operating Budget for the Paula and Anthony Rich Center for Autism; to approve Interfund Transfers; to modify the Business-Related and Entertainment Expenses Policy; to modify the Membership, Dues, Certifications, and Licensing Fees Policy; to modify the Electronic Signature Rules Policy; to modify the University Parking and Transportation Fees Policy; to renew and amend the Audit Subcommittee Charter; to ratify Personnel Actions; to modify the Discrimination - Harassment Policy; to rescind the Sexual Misconduct Policy; and to approve the Title IX Sexual Harassment Policy. President Tressel stated the following persons associated with the university had passed away : Christine Mastramico (retired YSU employee in the Registration Dept.), Victoria N. Price (Nursing student, 2017 graduate), Leonard H. Pierce IV (Youngstown Early College student), Barbara Shimko (retired YSU employee in the Athletic Dept.), Edward Mately (YSU Alum and Hall of Fame Recipient), Richard McLaughlin (Former member of the YSU Board of Trustees and YSU Alumni Association and YSU Foundation Trustees), Grace O'Connor (retired YSU Employee - Bitonte Health and Human Services), and Randall Craig Fleischer (Music Director and Conductor, Youngstown Symphony Orchestra).
