dc.description.abstract	Because of Gov. George Voinovich's cuts to higher education, YSU will be cut 10.5 percent as opposed to the previously expected 15 percent cut. A tight budget has forced the University to pull the plug on YSU's yearbook, the Neon. Disabilities are not always visible on the surface a student gives his account.	en_US
