dc.description.abstract	Phil Randall, manager of human resources at Ohio Bell Telephone, and Attorney Nathaniel R. Jones, chief general counsel for the NAACP, were featured speakers during the Black History Month observances. Experts argued as to the proximity of an old mine shaft to Kilcawley Center. The Administration and the OSCEA union prepared to start contract negotiations. Resident life on campus (and general apathy) was discussed.	en_US
