dc.description.abstract	The YSU chapter of the Ohio Education Association filed a complaint to force the university to open its budget to public inspection. The complaint maintained that YSU refused to comply with the requirements of the Ohio Revised Code which provide for public accessibility to all state records except those prohibited by state or federal laws.	en_US
