MINUTES OF MEETING of BOARD OF TRUSTEES of YOUNGSTOWN STATE U~IVERSITY Kilcawley Center Tuesday, October 17, 1978 At the request of the President, Dr. John J. Coffelt, and pursuant to Notices given on October 9, 1978, by the Secre tary of the Board, by certified mail sent in accordance with Article II, Section 2 of the By-Laws of the Board, a Special Meeting (sixty-third meeting) of the Board of Trustees of Youngs town State University was convened at 4:00 P.M. on Tuesday, Octo ber 17, 1978 in the Art Gallery in Kilcawley Center. All Trustees were present at the meeting, to-wit: William J. Lyden, Chairman of the Board, Dr. Thomas D. Y. Fok, Dr. John F. Geletka, Edgar Giddens, Mrs. Ann L. Isroff, William G. ~1ittler, John M. Newman, Fred C. Shutrump, Jr. and Frank C. Watson. Also present were Dr. John J. Coffelt, President of the University, Dr. Taylor Alderman, Vice President Personnel, Edmund J. Salata; Dean of Administrative Affairs, Dr. Charles McBriarty, Dean of Student Affairs, Philip A. Snyder, Director of University Relations, Theodore A. Cubbison, Director of Legal Services, John J. Ingram, Assistant to the Attorney General, Fred W. Rich, State Examiner, Hugh W. Manchester, Secretary to the Board of Trustees and Patricia Davis, Secretary to the President. Also present were about six members of the Faculty, Administration, Students and rep resentatives of the news media. Mr. Lyden presided. ITEM I - Proof of Notice of Meeting Evidence to establish that due notice of the meeting had been sent by certified mail on October 9, 1978, by the Secretary to each of the nine Trustees and to the President, and by regular mail to the President of the YSU Chapter of OEA, to John G. Ingram, Assistant to the Attorney General, and the Director of Legal Ser vices was available, and precedes these Minutes. "i~~; ;·;tj,{;~~£ . ::;'-';}~"" ···I~ L ~.".' . It was announced that action on a proposed Agreement between Youngstown State University and the Northeastern Ohio University College of Medicine would be deferred until a later meeting. ITEM II - Review and Ratification of Agreement between YSU-OCSEA The Trustees retired into Executive session for the purpose of reviewing negotiations with representatives of its employees, as authorized by its Resolution YR 1978-27 and 28 on February 11, 1978; and returned into open meeting at 4:25 P• M. Mr. Mittler reported that the Personnel Relations Com mittee had met on four occasions since February 11, 1978 to re view and advise concerning the status of negotiations being con ducted by Dr. Alderman with representatives of the YSU Chapter of the Ohio Civil Service Employees Association; that copies of a tentative Agreement, which had been completed in September, had been sent to each Trustee on September 29, 1978, and that such tentative agreement had been approved by vote of the classi fied employees in the group during the first week of October. Mr. Mittler then moved for adoption the following Resolu tion: WHEREAS, the representatives of Youngstown YR 1979-17 State University Chapter of the Ohio Civil Service Employees Association have arrived at a tentative Agreement which shall extend until April 1, 1980; and WHEREAS, the details of such Agreement have been carefully considered by the Personnel Relations Committee. NOW, THEREFORE, BE IT RESOLVED, that Youngs town State University Board of Trustees ap prove said Agreement. BE IT FURTHER RESOLVED, that the President of the University be and is hereby authorized to sign and execute this Agreement on behalf of the University. Dr. Co f f e 1t rep0r ted t hat the Fa 11 Qua r t erenr 01 lm en t was 15,652 Headcount and 11,629 F.T.E. as of October 13, 1978. A Summary of the Enrollment was submitted and a copy is attached to these Minutes. 2. H. B. 179 Mr. Ingram reported that H. B. 179 effective September 25, 1979, probably supersedes Sec. 16.2 of the 1977-81 Agreement with YSU-OEA as to rights to sick leave Conversion; that the officers of YSU-OEA do not agree; and that a cross claim will be filed in the pending action as to sick leave conversion, for the purpose of securing a Court ruling on the question. 3. Fire Damage to Rayen Building Dean Salata reported that a fire which caused substan tial damage to the Rayen School Building the morning of Septem ber 22, 1978, had been caused by employees of the Joseph Paint ing Company; that the fire was extinguished quickly by the City Fire Department; that temporary repairs are completed; that ··'·"\ '. the Trustees of the Rayen School were notified and are being kept ,- informed and that fire extinguishers in the building had been in r spected and serviced in August, 1978, and were in proper working order. 4. Annual Meeting of YSU Alumni Association Dr. Coffelt reported that the First Annual Meeting of the YSU Alumni Association will be held on Friday, October 20, 1978 at the Youngstown Country Club.
