MINUTES FROM YSU ACADEMIC DEANS' COUNCIL APRIL 16,1991 - ARTS & SCIENCES Present: Cicarelli, Gillis, Hotchkiss, Kohut, Loch, Mapley, McEwing, Ruggles, Sutton, Sweetkind, Yiannaki, and Yozwiak Prior Minutes: The minutes of the February 12th meeting were approved. Strategic Planning: The Strategic Planning Committee has been meeting every Wednesday to review the issues raised by the Exposure Draft. There will be an open meeting on May 15 to discuss their draft. Board of Trustee members will be present at this meeting. A copy of the draft will be circulated one week prior to the meeting. Dean Sweetkind expressed the hope that there would still be an opportunity for the input of new ideas, not just for reaction to the ideas expressed in the draft. Degree Audit: The degree audit program is moving ahead, both in terms of programming by Computer Center staff, and requirement building by staff from CAST, Education and A&S. The testing of requirements will begin next week. Transfer Module: As noted on the attached draft, there have been two suggested changes to the module Math and Science have been separated, with Math being a 4 q.h. requirement; Social Science has been changed to 12-16 q.h. Dr. Yiannaki discussed a number of record keeping issues which will have to be resolved prior to implementing the module (see attachment - Note: these items were discussed at the April 17th meeting of the Ohio A&S deans. There is significant differences of opinions on the issues, even among individuals most closely associated with the TM). Change in Engineering Gen. Ed.: It was noted that the recent change in humanities and sociar studies requirements for the BE (8/16 to 12/12) does not follow the University requirements noted on page 44 of the YSU Bulletin. When the Senate approved this change, were senators aware of this inconsistency? Graduate Proposals: Responses of sister institutions to YSU's Ed.D. proposal are starting to come in, and most should be received this week. It is hoped that we will soon be given permission to prepare the full proposal. The MS in Nursing proposal has been circulated in Program Development Proposal (PDP) form. The full proposal is being developed. At the last Board meeting, the PDP for an MS in Computer Science was approved to go forward. The School of Ed is seeking approval for a new certification area - Early Childhood Special Education Validation. Report from Dr. Yiannaki: EARLY has been going on for two weeks and feedback from students and parents has been pOSitive. Approximately 630 students are expected to participate in EARLY. Admissions applications are slightly ahead of last year. Most schools in the state expect modest gains this year. Spring, 1991 FTE is approximately 300 ahead of last Spring, and Head Count is approximately 100 higher. We anticipate continued growth this Fall due to both retention and admission increases. The Transient Student Project will be done again this year to hopefully increase Summer transient student enrollment. Deans should review the list of students in their school who have not completed English 551 within 90 q.h. In addition to appropriately dealing with offenders, by noting the errors on the list, the deans can assist in the modification of the program which generates the list. The Academic calendar approved and distributed on February 18th has been modified. Due to scheduling problems caused by the dates for release of Federal financial aid funds, a Late & Final registration will be held on January 2nd, 1992, and a Change of Registration will be held on December 30th, 1991. It was noted that this is a change due to particular problems in this year's calendar, not a change in the general guidelines of not having registration activity between Christmas and New Years. A tentative Summer Calendar was distributed It was suggested that a sheet be attached to curriculum proposal fonns to explain guidelines for subsidy level assignment and to allow departments to indicate why a given level should be assigned to the proposed course. There was no objection from the Deans to this suggestion. The WSemester Conversion w committee is meeting at least weekly. They plan to meet with each academic division and with students. They hope to conclude their study by May so that they can present their report to the Senate in June. As always, input on this issue seems to be evenly split between arguments in favor of semesters and those in favor of quarters. The biggest concern seems to be the effort required for the conversion. The possibility of having classes begin at 7:00 AM was discussed. Adding an additional hour to the day would allow for 5 or 6 large lecture classes (i.e., over 100 students in each class). This could result in lower limited-service expenditure. No formal action was taken. Budgets: The 1991-1992 budgets have been established, however, limited-service dollars have not yet been calculated. Limited-service allotments will be assigned by Workload Hours, based on past usage. There will be no overload money. Academic Challenge funds, with the exception of continuing personnel lines, have been eliminated. Restricted Graduate Workshops: There was a lengthy discussion regarding the appropriateness of granting graduate credit for restricted graduate workshops. No action was taken. Social Work Accreditation: A consultant from the Commission on Social Work Accreditation made a site visit to YSU today. Her exit report included both praise and suggestions. Honors Convocation: Ways to distinguish more meaningful awards from those of lesser stature, and methods to shorten the ceremony were discussed. It was decided to only have students receiving University Honors and Class Honors cross the stage. Other students would be asked to stand when their names were read. Rather than receiving their awards on stage, they would receive their awards after the ceremony. Implementation will be discussed at the next Dean's Luncheon. Phi Kappa Phi: The request to include with the Deans' Scholarship announcements information on the PKP Scholarship for first year students in was denied.
