September 15, 2016: Board of Trustees Regular Meeting Minutes

Abstract

Presented are the minutes of the 347th meeting of the Youngstown State University Board of Trustees. This was a regular meeting. The oath of office was administered to newly-appointed student trustee Allan K. Metz. President Tressel commented favorably on the new freshman class, announced that the dormitories were full to capacity, and welcomed fourteen new faculty members. Committee reports were heard. The Board resolved to modify the policy on student residency for tuition purposes; to modify the policy on privacy and release of student education records in accordance with FERPA; to confer an honorary degree upon Sam Covelli; to modify the university publications policy; to accept Alumni Engagement and WYSU memberships; to name the Dominic “Don” Constantini MultiMedia Center; to name the Frank and Norma Watson Student Success Center; to name the YSU Foundation Heritage Park; the approve FY 2016-2017 fines for damages at the University Courtyard Apartments; to approve interfund transfers; to approve the issuance and sale of general receipts bonds of Youngstown State University, approving a supplemental trust indenture and authorizing related matters; to modify the policy on political activities of employees; the modify the policy on equal opportunity and affirmative action recruitment and employment; to modify the policy and retitle fringe benefits for full-time professional and administrative employees (exempt); to rescind the policy on the emergency sick leave bank for exempt administrative/professional and classified employees; to modify the policy on discrimination and harassment; to extend the terms and conditions for employment specified in the YSU/YSU-FOP agreement to YSU Police officers excluded from collective bargaining; the approve the appointment of an Associate Vice President for Multicultural Affairs; and to ratify personnel actions.
