December 1, 2016: Board of Trustees Regular Meeting Minutes

Abstract

Presented are the minutes of the 348th meeting of the Youngstown State University Board of Trustees. This was a regular meeting. The oath of office was administered to newly-appointed trustee Dr. Anita A. Hackstedde. President Tressel welcomed Dr. Hackstedde to the Board and stated that he was encouraged by the balancing of the University budget by the financial area of the Administration. Committee reports were heard. The Board resolved to extend its appreciation to those involved in the administration of the recent campus climate survey; to support the Appalachian Regional Commission Grant; to modify the graduate faculty policy; to modify the affiliate scholars policy; to modify the policy on admission, retention and graduation standards; to modify the research misconduct policy; to accept alumni engagement and WYSU memberships; to accept a gift of real estate; to modify the policy on purchasing limits for competitive selection; to express intent to locally administer capital facilities projects receiving less than four million dollars; to approve room rental rates for the University Courtyard Apartments, effective Fall Semester 2017; to approve room and board rates for University Housing, effective Fall Semester 2017; to approve interfund transfers; to renew and amend the Internal Audit Charter; to approve the FY17 annual internal audit plan; to modify the employee files policy; to modify the policy regarding the Employee Assistance Program; to rescind the policy on domestic partners benefits; to modify the drug-free environment policy; to ratify personnel actions (faculty and professional/administrative staff); to ratify personnel actions (intercollegiate athletics staff and coaching); and to extend, restate, and revise the employment agreement with YSU president James P. Tressel. The Board also heard a letter written by Dr. Tod Porter, spouse of the late Dr. Teri Riley, thanking the Board for conferring upon her (posthumously) Faculty Emerita status. Board chairperson ended the meeting by congratulating President Tressel on the extension of his employment at YSU and for his efforts on behalf of the University.
