"Youngstown likes to celebrate with fireworks, and the Fourth of July penguin honors this tradition. This penguin conveys a celebratory mood from bottom to top, depicting daylight turning to dusk. By the time you reach the top of the penguin's body, it is pitch-black darkness. In this darkness, the vibrant, colorful fireworks are 'bursting in air!'"
