dc.description.abstract	President Pugsley presided. The entire Senate meeting is devoted to the discussion of the proposals for amendments to the Constitution of the Senate and an explanation of the proposals. Emphasis is on amendments affecting the structure and membership and changes in the Constitution to make the document consistent with changes in structure and membership, and changes to conform to present practice.
